When Water Replacement May Be Appropriate

A partial or complete drain and refill may be recommended when:

  • Cyanuric acid has accumulated to a level that makes proper chlorine management impractical

  • Calcium hardness is creating persistent scale-management problems

  • Multiple chemistry levels cannot be corrected reasonably through normal treatment

  • Previous chemical use has left the water difficult or expensive to manage

  • Salt or other dissolved material has accumulated excessively

  • The pool has undergone contamination that cannot be corrected practically

  • The existing water must be replaced before approved surface or repair work

  • A neglected pool would be more responsibly restored through water replacement than repeated chemical treatment

Not every older pool needs new water, and not every chemistry problem requires a complete drain.

Partial Drain or Complete Drain?

A full drain is not automatically the best answer.

Depending on the test results, replacing only part of the water may reduce calcium hardness, stabilizer, salt or other accumulated material enough to restore manageable conditions.

Before recommending a complete drain, we consider:

  • Current calcium hardness

  • Current cyanuric acid

  • Salt level when applicable

  • pH and total alkalinity

  • Pool volume

  • Finish type and visible condition

  • Severity of scale or staining

  • Refill-water chemistry

  • How much dilution is needed

  • Whether partial replacement can achieve the intended result

  • Weather and refill timing

What the Service May Include

A standard drain-and-refill project may include:

  • Complete pre-service water testing

  • Estimating pool volume and required water replacement

Stain removal, acid washing, chlorine washing, heavy debris removal, surface repair and equipment repair are separate services unless specifically included in the proposal.

When Your Filter May Need Cleaning

Filter cleaning may be appropriate when:

  • Pressure rises approximately 8–10 PSI above the clean baseline

  • Return flow becomes noticeably weaker

  • The filter’s service history is unknown

  • Water clarity begins to decline

  • The pool recently experienced algae or heavy debris

  • The filter becomes dirty shortly after backwashing

  • The pump appears to be working harder than normal

  • The pressure gauge remains elevated

  • Circulation problems develop despite normal pump operation

  • The filter has not been opened and inspected recently

Pressure should be evaluated alongside water flow and pump speed. On variable-speed systems, pressure readings should be compared at the same RPM because changing pump speed also changes filter pressure.

Our Drain-and-Refill Process

Here’s What To Expect:

1. We Test the Existing Water

We evaluate the chemistry problem and determine whether water replacement is justified.

2. Review the Pool and Timing

We consider the finish, visible condition, weather, access, refill supply and how long the pool is expected to remain empty.

3. Determine the Replacement Amount

We recommend partial dilution or a full drain based on the intended chemistry outcome.

4. Confirm the Discharge Plan

The discharge route must comply with the rules governing the property’s municipality and sewer system.

5. Drain and Monitor the Pool

A submersible pump is used to remove the approved volume of water while the discharge area is monitored.

6. Refill Promptly

Once draining and any approved empty-pool work are complete, the refill begins. The water should run continuously until the pool reaches the proper operating level.

7. Restart and Establish the New Baseline

We restart circulation when appropriate, test the refill water and make the initial balancing adjustments.

Responsible Pool-Water Discharge

Pool water cannot simply be pumped into the street.

For properties within the City of Phoenix, pool water normally must be directed to the property’s sanitary-sewer cleanout or retained on the property under appropriate conditions. It may not be discharged into a street, alley or storm drain without specific authorization. The City also instructs users to monitor the home for sewer backup as draining begins.

Requirements can differ by municipality, property type, sewer connection and water condition. The discharge route will be discussed before service begins.

If a usable sanitary-sewer cleanout cannot be located, is blocked or cannot safely accept the discharge, plumbing assistance or municipal authorization may be required before the pool can be drained.

Timing Matters

A pool should not remain empty longer than reasonably necessary

Before scheduling, we consider:

  • Current and forecast weather

  • Pool-finish condition

  • Refill-water availability

  • Drain and refill duration

  • Other work planned while the pool is empty

  • Property access

  • Municipal billing periods

  • Whether the project can be completed without unnecessary surface exposure

Pool-finish manufacturers advise homeowners to consult a qualified pool professional before draining because exposing the finish can create risks that are not present while the pool is full.

Urgent water replacement may still be possible, but timing and surface concerns should be discussed first.

Phoenix Sewer-Billing Note

City of Phoenix residential sewer charges are recalculated using water consumption during the January through March billing cycles. A large pool refill during that period can affect the calculation.

Phoenix allows homeowners to request a Sewer Fee Review for qualifying pool fills during those months. Keep the service invoice and pool-volume information if the project occurs during a January, February or March billing cycle.

Customers served by another municipality should review that utility’s billing and adjustment policies because the calculation periods and procedures may differ.

What a Drain and Refill Does Not

Automatically Fix

Replacing the water can correct dilution-dependent chemistry problems, but it does not by itself repair:

  • Surface stains

  • Scaling attached to the pool finish

  • Etching or damaged plaster

  • Cracks or structural movement

  • Algae embedded in poorly maintained surfaces

  • Damaged filters

  • Circulation problems

  • Leaking plumbing

  • Failing pumps or equipment

  • Contamination sources that remain after refill

Q: How often should a pool be drained and refilled?

There is no responsible universal schedule. Water should be replaced when testing and operating conditions show that dilution is necessary—not simply because another year has passed.

Q: Does the entire pool always need to be drained?

No. Partial water replacement may be enough to lower calcium hardness, stabilizer, salt or other accumulated material. We calculate the likely dilution before recommending a full drain.

Q: What is the best time of year?

Cooler conditions often provide more flexibility, but the best timing depends on the pool finish, weather, urgency, refill availability and municipal billing considerations.

Q: How long will the project take?

Timing depends on pool size, discharge rate and refill-water pressure. The project normally extends across the drain and refill period rather than a single brief appointment. We provide a more specific expectation after evaluating the property.

Q: Can I turn the refill water off overnight?

The refill should generally continue without interruption until the pool reaches its proper level. Stopping midway can contribute to visible waterlines or uneven exposure on some finishes.

Q: Will draining remove pool stains?

Not by itself. Draining exposes the surface so certain separately approved treatments can be performed, but fresh water alone does not remove most stains or scale.

Q: Does a green pool need to be drained?

Not necessarily. Many green pools can be recovered through debris removal, filtration, brushing and properly managed treatment. We recommend water replacement only when the complete condition justifies it.

Q: Can the old water be pumped into the street?

Generally not. Phoenix prohibits ordinary pool drainage into streets, alleys and storm drains and directs pool water to the sanitary-sewer cleanout or another authorized route. Other municipalities have their own requirements.

Q: Do I need to be home?

Usually not for the entire process, provided access, discharge arrangements and the refill-water source are confirmed. Someone must be reachable in case a drainage, sewer or refill issue develops.
